fleet-manager: drop accidentally-committed binary + add .gitignore

The checkpoint-1 commit included the 9.1M compiled 'fleet-manager' binary. Remove
it from tracking and gitignore it (/fleet-manager + *.test), matching the
enrol-broker convention. Build artifacts don't belong in git.
